Preview: Exporting HEIC with LossyCompressionQuality of 1.0 creates empty file on 14.4RC

Steps to reproduce:
1. Open PNG file using preview
2. Select File->Export, move slider to right (lossless quality; kCGImageDestinationLossyCompressionQuality 1.0)
3. Click Export

Expected Behaviour:
HEIC Image File

Current behavior:
Empty File created. File with 0 bytes.

Same behaviour happens upon calling CGImageDestinationFinalize with image metadata @{kCGImageDestinationLossyCompressionQuality: 1.0}
