Learn More button for macOS Sierra cannot install-dialog does not work

Summary:
Clicking the macOS Sierra download link in App Store brings up a dialog "This version of macOS 10.12 cannot be installer on this computer." There are two buttons, "Learn More" and "OK". The "Learn More" button does not work.

Steps to Reproduce:
1. Open App Store.
2. Go to the Featured page.
3. Click on the macOS Sierra download link.
4. Press the "Learn More" button on the dialog.


Expected Results:
Expected to get some information so I can "Learn More".

Actual Results:
Nothing happens (except that the dialog is closed).
The following appears in the console log:
