Storage Management should enable listing contents of safe bundles

Summary:
The Storage Management window’s file browser does not allow listing a bundle’s contents. This should be allowed for bundles that contain user data, such as .fcpbundle and .photoslibrary.

Steps to Reproduce:
1. Import content into Photos or Final Cut Pro.
2. Open System Information, press Cmd-U, click Documents, click File Browser.
3. Navigate to Pictures/Photos Library.photoslibrary or Movies/<Library Name>.fcpbundle and click it.
4. Right-click the same item.

Expected Results:
A new column appears listing the contents of the bundle, or Show Package Contents appears in the context menu.

Actual Results:
Neither of these are possible.

Please know that our engineering team has determined that this issue behaves as intended based on the information provided.

Allowing the user to do modify library/fcp project contents could corrupt them such that the app can no longer open them. If you are a power user enough to mess with these kind of bundles, you accept the responsibility for that, and can choose to view the package contents in the finder. We specifically prevent access to library bundles in our UI, because there is too much possibility for corruption by an average user.
