Cannot apply a custom EULA for new application

Summary: I'm unable to save a custom EULA for an iOS application that has not been submitted to the App Store. Steps to Reproduce: 1. Create a new iOS application on iTunes Connect, or navigate to an existing one that has not yet been submitted to the App Store. 2. Navigate to the "App Information" tab. 3. Under "General Information", find "License Agreement", and click "Edit". 4. Select "Apply a custom EULA to all chosen territories. If you don't choose all territories, Apple's standard EULA will apply to all remaining ones. Custom EULAs must meet Apple's minimum terms." 5. Under "Custom License Agreement", paste the text in the attached document ("EULA.txt") 6. Under "Territories", check "All", then check "Done". 7. Click "Save" at the top of "App Information". Expected Results: The save button grays out, indicating a successful save operation ("Expected.png"). Actual Results: The save button remains blue, indicating that the data has not saved. If you attempt to navigate to another pane (say, "Features"), iTunes Connect prompts you with the attached screenshot ("Actual.png").
