OS X 10.11 GM misses IKEv2 VPN Feature

Summary:
It is not possible to establish an IKEv2 connection in the OS X 10.11 GM seed.

Steps to Reproduce:
1. Create an IKEv2 VPN connection in the Network Manager
2. Try to connect

Expected Results:
Connection established.

Actual Results:
Connection fails. There is the following log entry appears:
